During colonial British’s rule in India the British’s have devised a very cunning rule to have their writ established even in the inaccessible areas like NWFP and far flung areas of Baluchistan. They had devised a Levi system; of bribing the maliks and sardars of the various Pashtun and Baluch tribes. On all the possible link routes in the area they also had created a fortress like station called Levi Qilas or thanas. Although in these Qilas were kept under a strict army control but privilege to man these qila was assigned to local Maliks and Sardars. They were given few rifles. Ammunition and a specific numeration for the operatives.(Levi was a British Army major who initiated this scheme). It was great local power bestowed by the rulers to these cronies’ maliks and sardars. They never ever paid a single dime to their operative but having fully armed were free at their will to unleash the atrocities toward their local people. It was a great power and reward in disguise and recognition by the British’s to the cronies.

British had a simple calculation; maliks and sardar would do what ever they would like to their own people but the day it was notified that Sahab bahadur, usually a deputy commissioner or some British contingent was to pass a particular route; the malik and sardar will make sure that nothing untoward happens in his area at any cost (literally speaking even sparrows will not be allowed to pass by or stir the peace.) and they governed for—– so long.

Ever since; these maliks and sardars are addicted to their perks. Even after the departure of British’s that some 60 years have gone by, this Levi system has not been abolished or changed. Muree, Bughtee, Mazaree, maingal etc, etc they are all paid hefty perks in millions on the same very levies system lines even by Pakistan government.

When ever they are short of money; they come up with liberation forces blackmailing or other disruption business. Since there has been no consistence on the governing side of Pakistan; every few years dictators have been moving in and like wise the black mail especially of baluchis. It has always been at escalation. In order to keep a sort of normalcy in Baluchistan; the dictators will do any thing at their whims; bribe them to keep their mouth shut or send the army to quell them. Bughtee case is most glaring.

Now finding a beleaguered government of PPP; this black mailing is again at its rise.

The common Baluchi is too poor that he can be squeezed to mint any money from him; black mailing of government is the best option and if government shows some reluctance; they will certainly look toward India, CIA, Mossad or any one else; who can pay them well. They may say yes to any conspiracy; These Sapoot (sons) of Pakistan; they are for hire; they will sell their honour, their mother land or any thing for that matter for the sake of money.

When we have elected government and there are elected representative from al the Baluch area; the parliament as well as Senate is there to solve any problem that we may be facing; is there any necessity left to indulge in any thing out side Parliament or Senate—-but the senate or parliament probably may not give them the perks?

Rest assure: He is gone with the wind.

When this government has got no writ; that is to say government can’t exercise its rules. This poor CJP is CJP of this poor beleaguered government. No rules may work with out the writ.
