So I want to say even trained people couldnt recognize these terrorists as they just look like us. so nothing can save the life of poor victims if some one has decided to target them. GHQ attack is clear example of its failure as one batch of terrorists diverted the attention of gate guards and other camouflage in commando uniform crossed the gate with all explosives and fire arms and confused whole batch of army who were deputed near to gate. Even officers couldnt recognize the terrorists as they just look like normal Pakistanis. So Brigadier is trying to pass SOPs to its people without knowing the ground reality of incidents .
