By A Khokar • Apr 5th, 2009 • Category: Politics, Worth A Second Look • 22 CommentsAll the training centre including the one attacked by the terrorist group in Lahore: Police Training centre at Manawaan are simple ‘boot camps’ where the recruits are imparted physical ground training in parade grounds to disciplined them and teach them the basic essential of their profession. Basic weapon training is also given which remain primarily instructional. Actual battle tactical training is imparted only toward the end of training to give them a taste of battle conditions called Battle Inoculation. In these institutions training weapons are stored at limited quantity. These places are learning institutions which needs not to be a protected like some armed forces units equipped with lethal battle arsenals.
But Police is totally a different institution which deals with civil population and does the maintenance of law and order only. Its teaching schools or training centres does not have any contingency plan to cater for such like eventualities i.e. to counter a terror attack that we had recently seen. Any how when the attackers appeared there; it is most commendable and appreciative of our Reaction Forces that they did act very swiftly. With in minutes they were there on the site to organise their counter operation. Operation was executed very successfully with minimum casualties— and sending back a real terrifying message to the culprits in return.
But one is amazed rather perplexed to note that when we have high security alert in the country; terrorist movement within the country from western end in NWFP to other end, laden with such sophisticated weapons, communication equipment etc has just gone totally un-noticed.
Leave aside the intelligence agencies that they failed or not? (Reportedly, as stated by the reinstated chief minister of Punjab they did not because they had already warned in writing and exactly pinpointing the subject target in details) But point arises; where has gone our public vigilance system, why public is not aware or made aware of it to remain on alert and report any movement that they suspect?
Why these scruffy notorious Afghanis roaming about in the country are not sent back to Afghanistan now and why they are not checked or monitored here?
Recently on my visit to Pakistan in my area that it is coal mines excavation mountainous area [1]; in our central town which is tehsil headquarter also. One can find that these Afghanis have literally taken over all the businesses of the area. From a boot polish boy to Rehray wala, wagon and truck drivers, the main shop owners; the construction workers; one can see every thing in Afghanis hands. The main coal business has also fallen to Afghani’s. One by one all the Coal selling places called ‘Pehras’ are now owned by them. I was told that even Area Nazim is also Afghani. One wonders that who bestowed them with this Pakistani nationality?
Although coal excavated here is of low grade but it is very good for the brick kilns (Bhattas) and coal business is thriving here. Most of the wealthy Afghanis having established a monopoly on coal, have got their good houses constructed in well to do areas, where as all others, after finding any open government patch or land are seen now occupied by their thatched roof dwellings where ever they can and make their families live. Those places are no go area for locals. There is an extensive movement of peoples which can be seen to and from these dens in the area. Religion is their best first line defence. [Dalta wakh koor wala jagh the; Parda daree thay]. Families live here in veils; no tress passing. Who knows how many terrorist also live their; if not, they may using them as their bounds while moving to reach their targets like police Training camp in Lahore. I saw one of the habitats built right next to the newly built sub-district court building on a beautiful spur. If not now; who would be able to evict them in future? Is any body caring there?
I believe that especially in southern Punjab; it is particularly dotted with such sort of camps; they are being raised on open government patches, in low lying areas, disused lands and our guests are busy day and night converting them into their safe havens. In the second phase; the orthodox but wealthy mullah from FATA has also arrived in these dwelling; their mosques are coming up like mush rooms and this mullah is now out on preaching and at the very first hand; he is declaring all the locals; ’Hell bound for the life style that they lead.’ There is Satan which is preaching here using the religion as weapon and trying to bring them in the fold. Local fanatic Lashkars finding the opportunity ripe are found marrying up with them in singing their ‘chorous’ of vicious design, where mullah of JUI Fazlur Rehman is busy tying all such ‘wedding knots’. It is Pakistan’s internal war that FATA extremists have openly declared to gain control of the areas. This onslaught is catching us up, encroaching fast and taking us over in our sheer ignorance.
If they are refugees: they are governed by UNO regulations. UNO has laid certain rules. We must extend them the rights given by UNO only and need not to show, our some extra ordinary hospitability (in ignorance) that it results in loosing our own homes and businesses. The Terrorists very well are taking us granted that: Vow: This Ostrich has his head buried in the sand. It is fact any body landing in Pakistan finds it the most free country in the world. They can do what ever they like!
There is a dire need that we set our internal security net works up tight, introduce a neighbourhood watch in our villages and towns, a general vigilance be enforced across our country, set up police report centres. Restrict these refugees to their UN marked camps and must check any encroachment by these stooges.

[1] Choa Saidan Shah is a beautiful valley of Salt Ranges where once famous Muslim philosopher and Astronomer Abu Rehan Albairooni made this area his home for his astronomical research at near by fort Nandna. This area is also known for its rose flowers, lush green mountains and rose water.

I must emphasise that all the Afghan refugees be issued with the ‘Temporary Work Permit’ (Trackable work permission card) if it is not yet done and only allowed to engage and under take a job out sides UNO camps if they pay the taxes on their income.
It may help in keeping the track of these guests and in monitoring their movements.
Let us do some thin atleast to put the things in order.
While we are here trying to evaluate the situation that how best these Afghanis guests be monitored; there is a Breaking News that there is a suicidal bomb blast carried out at the gate of an Imam Bargah in Chakwal city. Imam Bargah security deputed there although successfully checked the intruder but the stooge being the suicide bomber exploded himself, which resulted into numerous deaths and reportedly many more have been maimed.
(Chakwal is some 17 miles away (due North) from Choa Saidan Shah)

In our Holy Religion Islam, there is no concept at all, of Islamic State ruled by Mullahs. Instead, It is the Universal Islamic Values of peace, tolerance and peaceful co-existance that Muslims must follow. Pakistan was visualized to become a Modern Secular Muslim Majority State, by our founding fathers. Unfortunately, eversince the inception of Pakistan, extremist Mullahs have always been conspiring to take over Pakistan and establish an oppressive Mullah governed state such as Iran, or Afghanistan as it was under the Taliban. But 99% People of Pakistan are Liberal and Secular and peace loving people, who take pride in being Muslims. This is evident by the fact that Extremist Political Parties have never won more than 1% of votes in any general election in Pakistan.
Here in Pakistan there is a growing sense of awareness that our biggest enemy are the Terrorists and their Extremist Sympathizers, God-Willing we Pakistanis will destroy the Taliban Terrorists and their Extremist Sympathizers!

Well, Terrorism is a homegrown problem for Pakistan. The bulk of terrorists who are perpetrating these criminal acts belong to our own country’s tribal regions. So no need to blame Afghan Refugees!

As I said earlier our all the guests may be very dear to us that we would usually like to excel in our traditional hospitability and may like to cross all the bounds in oder to extend comforts to our guests but I suppose our this guest is becoming now the Camel of that Arab nomad* who had to gradually move out of the tent and stay the cold night out in order to accommodate the Camel inside!
Most of the common Afghanis are very hard working and look very innocent and they are but their unchecked free movement certainly creates the slippery spill way or say a safe conduit passage for the unwanted elements; that they can also easily move around with out any check.
The religious extremist groups in Pakistan have duly exploited the prevailing Afghan refugee state of affair and have very conveniently spread the extremist orthodox religious ideology to meet their own ends.Hav’ny we noticed that these Lashkar also move disguised as Afghanis; they dressup way that an Afghani mullah would like to wear.
Terrorism is the tool they are using to terrify the masses and make feel the public insecure in their homes or neighborhood to make them accept their terms. To punish a 17 years juvenile and flog her in public that we saw it just two days ago; is not any justice being carried out or bringing about the services to the Godly domain but it is their effort to make an head way; a move toward grabbing the seat of power.
Can any one of them; come forward and declare that who is funding their organizations; the sophisticated weapons that they carry, cost incurred on training of these stooges and the numerations that are being paid to the operatives.
But probably our conscious is also getting drowsy-asleep? We are all disillusioned and are even unable to call these; perpetrators; traitors?

Any how I know that you had probably a bad experience of Saudi wahabism and we all are very weary of it too but you better hold your brush for the time being. Most of the common Pakistanis are really in pain now; not for doing any thing that they did but they are now made to suffer a lot for the consequences for nothing.

You are being too illogical…..Don’t blame Afghans for our ills. Use Logic and Reason! Afghan refugees were here in a much greater number (probably 2 million) during the 1980s and 1990s. I remember that in Islamabad, every 6th person used to be an Afghan refugee. But at that time, there was never a single act of terrorism commited by these refugees. So now that there are only a few thousand Afghan refugees in Pakistan, how can you say that they are involved in terrorism.
Tell me: IS Baitullah Mehsud Afghan? Is Sufi Muhammad Afghan? Is Molvi Fazalullah Afghan? The truth is that all these Taliban Terrorists belong to Tribal regions of NWFP! What about the Lashkar-e-Tayaba, Jaish-e-Muhammad, Sippah-e-Sahaba Terrorist groups? THESE ARE ALL TERRORISTS GROUPS THAT HAVE GROWN INSIDE OUR BORDERS!

Non seriousness of our government management is so obvious from their actions regarding the modification of our police infrastructure and their training to combat this flood of terrorism for last 5 years.Not a single step has taken to train these poor souls and their working conditions are in static form where shairf brothers left them in 1990s.If you have time also visit the police quarters in all big cities of Pakistan and you would find that even our inspector level are living in worst conditions than the batman of our captain in army.Still the criteria of our selection of policemen are just his approval from local DPO or MNA/MPA of this local area and his domicile paper.
For afghanis or our lower class still these men in black uniform is a big terror and no ordinary man without strong motive could think of attacking posts like manawan.No way that Afghanis can done in this way surely some internal black sheep of police aided them for this horrific scene.
What happened in F/7 is again pointing fingers toward our govt.Just miles away from this place of hit, here lives top generals, our top bureaucrats and some of our ministers.Pervaiz ashraf is just living close to this place.Why terrorists ignored these real criminals and attacked on poor FC men just living in shabby conditions in rain drain of Islamabad.If these terrorist are religious fanatics then why they ignored guest houses near to this security camp where in evening all kind of our cream from military,bureaucracy and business men come here for drink and womanizing and hit these poor duty men who have same living conditions as they had before their suicide.
The training camps you mentioned in not only limited to souther punjab but towards north near kalabagh, DI khan and south of minawali these camps are still working under army network and people before joining are convinced that they are getting military training for permanent jobs in Pak army.

Our Afghan connection has got many more faces than we normally can think of:
Firstly as you say that our FATA area is infested with AL-Qaeda and Taliban who have infiltrated here from across the borders. We let them come here as a refugee but have no check on their frequent moves, to and fro Afghanistan; that is where we are blamed that Pakistan is abetting Taliban and that it is also letting the Al Qaeda coming here in disguise as refugees to regroup, train and then return back in Afghanistan to plan and carry out further attacks inside Afghanistan. This is one aspect of the case of our Afghan guests. International community grade us the abettor here.
The other aspect is the refugees’ status of Afghanis and their free movement while in Pakistan. They may be now in small numbers (as you say) but here we have got this movement of their which goes without any check and gives also leverage to the Al-Qaida members (if any) to go round undetected and may be most of the notorious Taliban or Al Qaeda members are also sheltering in Pakistan under the umbrella of refugees. Here we have got a case that we may like to side with Taliban for their justified cause; to fight for their freedom of land. But where as Pakistan may be obliged to give support for their right cause but problem is that Pakistan does not have the required grit ( in the face of war on terrorism) to declare it as such and give them an open support. Pakistan likes to assist or support them underhandedly.
Third scenario is the onslaught of Taliban ideology which has been breeding in FATA area for quit some time and encroaching toward the settled areas of NWFP. Beyond any doubt that willingly or unwillingly, the whole of NWFP has practically surrendered to Taliban ideology and now this tainted ideology festering forces like Terik Taliban Pakistan are planning to move toward the other provinces of Pakistan by use of violence, spread of terror and force; especially in Punjab.
Here we got a scenario where it is thought that use of violence, terror and force may destabilize Pakistani state; cripple it and made to scum to the advancing forces. But there are more then one savage Hyenas predators working hard to see their prey fell. These Predators are;
• Terik e Taliban Pakistan working its way to come in power in part of Pakistan. It is adequately getting help in cash, weapons, technology and a help in planning and execution of raids and ambushes and disruptions by suicide attacks from CIA, Mossad and RAW of India and make Pakistan destablise in order to make it scum and surrender.
• CIA that it wants to see Pakistan debarred of its nuclear weapons and later act as its satellite state has employed Tehrik e Taliban Pakistan and others to advance their case. CIA plans to carry out all provocative actions like drone attacks etc that groups in Pakistan do react or retaliate aggressively to qualify their case; i.e. pretext of presence of terrorism in Pakistan in order to declare Pakistan as terrorist country and thus move in.
• The local strings of various laskars towing the lead of Tehrik e Taliban to get paid for their vicious designs and personal gains (details some time later).
So we may come to a conclusion that this labour of love entertaining our guests called innocent Afghanis are asking Pakistan to carry a much bigger burden that Pakistan can really shoulder. Al Amaan wal Hafeez.

Thanks for your comments.
I am aware of the facts and am very well aware of the limits of our Police that our Police constable (tullas) does have. I also know that where as Station House Officer (SHO) is suppose to be 24 on duty (which is not possible). He is SHO of a police station but does not have telephone authorised at his residence. There is no transport normally available at police station. Do not have any thing called as entertainment fund for police station guest visitors. The annual stationery grant of big police stations like Kharadar-Mitha dar in Karachi (that I know of) used to have just Pak Rupees 45 only for whole of the year.
These conditions might have improved now but their training for sure is not up to the standards in any case and neither they are properly equipped. Police needs that it systems are thoroughly reformed.
As I said the main aim of carrying out suicidal attacks are not personality orientated. The only emphases are to declare that Pakistan is un-secure and destabilized and high light that its the country where the terrorists rule.
I would like to come back for the training camps in southern Punjab; so for my info is sketchy there.
