Quid Pro Quo Strategy
By Ali Yar Khan • May 3rd, 2008 • Category: Politics • One ResponseUS Ambassador Anne W. Patterson has played a pivotal role in a new proposed deal between PPP and the Presidential camp. The deal deals with making sure the presence of Pervez Musharraf in the camp office for his full tenure, while not destabilizing the PPP government.
President Musharraf wants Asif Ali Zardari to give indemnity to his Nov.3 actions except the deposition of the judiciary and that would enable Musharraf to remain their full the next five years. Musharraf has also agreed to part with the weapon of 58 (2) b, and has also shown the assent to the reinstatement of the judiciary. JUI-F, MQM, and ANP all are on board with the President camp on this, with PML-Q by default in the bag. Many PPP members of parliament and senate members have already shown their approval for this deal.
This is the reason because still the Attorney General is still at the top calling the shots. He is the man who has convinced Musharraf to go this way, and in parrallel with the help of Farooq H. Naik, this man has soften the hearts of PPP leadership. Both Sharifuddin Pirzada and Attorney General Malik Mohammad Qayyum have told Musharraf that if he is to avoid impeachment he has to reconciliate with the PPP.
Due to the inflexible stance of PML-N in regard of Musharraf (which is their political necessity) there seems to be no place for them in the very near future of Pakistan’s political government setup. What should PML-N do now?
If Musharraf agrees to restore judiciary and parts with the 58(2) b, that means a symbolic figure. But wait, what about National Security Council? That is yet another lever of power in the hands of Musharraf and that is equally lethal for the governance and NSC has shown in the past what power it wields in the national affairs. From war on terror to defense budget to foreign policy to the political skirmishes, NSC cannot be ignored and there is no mention of it in the deal.
The best course of action for PML-N is to sit in opposition not only in center but also in Punjab. They should try to dismantle the PML-Q as much as possible and go towards the unification of Muslim League. They should also strive to have presence in the other provinces while aligning with Jamat-e-Islami, lawyers, Imran Khan and other nationalistic players. That would be a pure and genuine opposition and a healthy opposition is always better for democracy.
