The ministries are run by the secretaries of those ministries. The task of a minister is to give them the vision and ensure that the bureaucracy does not become head strong. Yes education is important and I appreciate Musharaf's decision in 2002 elections in which he barred those with below BA qualifications to run for the parliament elections. I wish that law would have remained enforced. That law was recently removed to facilitate Mr. Zardari, as he is not holding any credible BA degree.
