To an extent this is already been practiced as some of the TV channels they do request the peddlers in the area to text them the images etc when ever some major incident occurs. It is a great idea to create a great a central forum and a source; a way forward to eliminate and curb the -----sins and dins--- crippling our society. I remember on my recent trip to Pakistan and my village, many unfinished projects made my life living a hell. I was stuck in my village for three days, because it rained and the two ways out of my village had unfinished and unstable bridges. It took the contractors nearly three weeks to actually do the work of three hours, they actually started two weeks prior to the rainfall, and only worked on the task when locals got angry and took the report to the district-nazim a few times. I wish I would have took pictures of it then, but this idea will be great for empowering the people and to let the wadairas , elites and corporations know that we mean business. It has got its drawbacks as some were found to use it for blackmail. But some of the initial tip off for stories are coming from these citizen journalists.See my blog on WAPR 2009.Anyone can use it and some DISABLED GROUPS especially Psycho social disability groups put it up.I also use some of my friends whose writeup i respect.
