The builders , politicians and ofcourse Bureaucrats( Army in your case) collude, landgrab the government land and build high rises.NONE OF THESE HOLY COWS ARE GOING TO PAY. Only the poor middleclass who have purchased these flats and shops have to pay by their losses as in India whenever regime change happens. The gainers are UAE and Shiekhs of Saudi arabia. Of course REGULARIZING THE ILLEGAL BUILDING BY IMPOSING SOME FINE IS THE ANSWER AND Present regime can build some other illegal structure to gain their commission. Saudi arabia is going to build 1 KM sky scraper dwarfing the bruj Khilafa. By the way an Indian whose name nobody knows in India owns two floors in Bruj Khilafa. his address is 100 bruj Khilafa!!!!
