India’s Aqua War

The word ‘rival’ comes from the Latin ‘rivalis’ meaning ’some one sharing a river’. A water war between two Sumerian city states Lagashand Umma 4500 years ago is recorded on a stone carving showing vultures flying off with the heads of the impoverished and defeated Umma people.

Only history itself can convince one of such a truth. This extremely worrying precedent is being re-run by India today by unleashing water damage; first inundating Pakistan with too much water and then starving it by withholding it at a critical time.

President Zardari told the Wall Street Journal in a recent interview that India “has never been a threat to Pakistan.” For the President of a country that has constantly faced aggression and fought three wars (Kargil excluded) with India, suffering the ultimate agony of dismemberment; these are shocking and mind boggling words. Even more provocative was when he termed the Kashmiri freedom fighters as ‘terrorists’.

Water has always been a social weapon of control and exploitation. Jawaharlal Nehru called dams the “temples of modern India.” Today’s India sees these ‘temples’ as tools of war. Sun Tzu says in the Art of War: “The greatest victories are those won without fighting”. Why bomb military installations, bridges, ports, fuel depots incurring humongous monetary costs and retaliation, when ends can be achieved by merely turning off the tap?

The looming water crisis, if unattended, will prove fatal for Pakistan already reeling from hyper inflation, critical shortages of basic food and the ever worsening energy crisis. India blocked 9000 cusec of Chenab water to fill the Baglihar Dam which was inaugurated by the Indian Premier on Oct 10.

India also released, without warning, 10,739 cusec at the Marala Head Works. This was in spite of the solemn assurity President Zardari was more than happy to receive in his ‘friendly bonhomie’ with the Indian Premier regarding Chenab on his ‘unofficial’ visit to America.

Prime Minister Manmohan Singh, relishing a compliant Pakistan, has announced four other dams on the pattern of Baglihar on the Chenab River. Intelligence reports put the actual number at twelve. These dams will play havoc with the cultivable land that is the life line of Pakistan.

India has taken up to, like an errant child, opening and closing the faucet on Chenab. This has resulted in dozens of villages alongside Head Sulemanki and many more in Kasur, Bahawalnagar, Vehari and other areas being inundated with Indian floodwater when excess water is released sans a warning and extremely adverse effects of reduced waterflow when most needed for the crops.

Indian Power Minister Jairam Ramesh referred to the row over the Kishanganga dam earlier this month by saying: “This is an issue with geo-strategic and foreign policy implications”. Increasingly and ever more brazenly we see the manipulation of our waters and the Indus Water Treaty, already in tatters because of its unrelentless subversion by India. It is using, against all international norms and mandates, water as a strategic weapon against Pakistan. By doing so it sees itself in a much more dominating role against an equallyun-assertive and pliant Pakistan.

The ‘discarded’ Kalabagh and the vaunted Bhasha/Munda dams and other such proposed projects are water management schemes of local resources. We even conceded the right of building Wullar Barrage to India. By doing so we have the sword of Democles hanging over our heads which can turn 110 sq miles of our cultivable land to an arid plain if India so wants. Reportedly, India is currently spending around $200 billion on the construction of water tunnels to the Indus River. With the now operational Baglihar Dam, it can block large quantity of water per day. Apart from this dam India has already built 14 hydroelectric plants on the Chenab’s northern part. It is not long before we will see the sluicegates totally shutting off the entire water of Chenab. The resulting scenario would be more devastating than a conventional war.

Using water as a weapon is a totally repugnant notion, which no civilized country can and should endorse. The Geneva Convention and the Indus Water Treaty make such an action illegal. We, however, cannot find comfort in this fact seeing India’s recent antics and the precedent when it, in April 1948, stopped the supply of water to Pakistan for a month.

We have also seen conventions and resolutions treated as trash in times of war or otherwise by powerful countries. Kashmir, Afghanistan, Iraq, Palestine, Bosnia, Chechnya, Lebanon, Hiroshima and Nagasaki are living proofs of the same.
With the contentious building of two dams, Baglihar and Kishan Ganga,India has set up a company called the Chenab Valley Power Projects to construct power plants on the Chenab River in Occupied Kashmir. Three of these are Kiru (600 MW), Pakal Dul (1,000 MW) and Karwa (520 MW).These will be constructed in the Doda district.

The world may soon see inadequate water for drinking and agriculture leading to starvation and dislocation on an unprecedented scale. This threat already looms large in Pakistan where ground water is falling as much as twenty feet per year and India sits smugly at ourhead-waters in Occupied Kashmir. The resolution of Kashmir is a must to ease our fears about India’spotential ability to turn a huge chunk of our land into a waste-land. Our dithering stance on Kashmir, if not for our long-standing moral viewpoint, should be seen in terms of this strategic issue.

Our vacillation on the same negates our very own survival. Playing to the Indian gallery and terming those who gave their lives for freedom as ‘terrorists’ and advising the cause to be left for future generations is, if anything, a most unfortunate and tragic act of speech. We are bearing the brutal and bloody brunt of individual autocratic and hasty decisions. The fallout of our Western borders sees the Capital in the cross-hairs. With an elected Parliament it would be sagacious to take collective decisions. Policy statements of such crucial import by an individual now, may reduce the country to a tyranny of the majority.

Water is something all life on Earth requires to survive. In the world of today where the war on (of) ‘terror’ reigns supreme, to deliberately withhold and manipulate water as a weapon to break a people and hold them in perpetual servitude is, if nothing else, a vile act.

    The notion that everything wrong with Pakistan was India’s fault was the most popular perception of the 90s and its now creeping back in

    As a child of the nineties, I remember how India was the number one whipping boy with our establishment and the government-controlled media. Every night, on PTV Khabarnama, we would hear about the atrocities being committed by the Indian army against the “freedom fighters” in Jammu and Kashmir. Not only was there an outright condemnation of everything Indian, there was also a plethora of songs and TV serials (my childhood favourite being Alpha Bravo Charlie) in favour of the jawans. At the same time, we were told that everything wrong that happened in Pakistan was somehow a “Hindu” conspiracy. Like many other kids my age, I believed the only way to be patriotic was to hate India and to love the Pakistani military.

    This depiction of India as enemy number one has been the main reason for the army’s enormous influence in all the decision-making in Islamabad .This concerted effort to glorify the army was being carried out when the establishment was also busy vilifying all politicians as corrupt and “national security threats”. This perception ensured the smooth takeover by the military on Oct 12, 1999. The fact that Musharraf could not act as strongly as he promised vis-a-vis India not only meant that public attention was diverted from the “Indian” threat, it also undermined the rais’on d’etre(reason for being) for a powerful national security state.

    However, with the return to civilian rule, we are witnessing another attempt by the establishment[ ARMY AND ISI ] to demonise the Indian state and to portray the civilian government as “weak” on national security. Unfortunately, people like Ansar Abbasi and Shireen Mazari, who otherwise supported the democratic movement against the generals, have started taking an extraordinarily hawkish line on India in their recent articles. From the Balochistan insurgency to suicide bombings to the trouble in the tribal regions, everything is being blamed on the Indians. Knowing the disastrous consequences (read military takeover) of a view that depicts civilians as weak on national security, it is important to demonstrate the problems with this hypothesis and also to show how no one but our own national security apparatus has to be blamed for the mess we find ourselves in today.

    To begin with, we must review the history of our India policy. Immediately after partition, Pakistan went to war with India in 1948 over the disputed territory of Kashmir. This resulted in the formulation of India as an existentialist threat for the new state, at least in the minds of our establishment. Pakistan moved closer to the US with the signing of the Baghdad pact in 1954 in order to counter India’s strategic partnership with the Soviet Union. Relying on our friend Uncle Sam, our establishment tried to “liberate” Kashmir by launching operation Gibraltar in 1965. In this operation, the Pakistan army sent in fighters and arms into Kashmir in order to ignite a rebellion in the State. This adventure was a terrible failure and lead to the ’surprise’ attack on Lahore by the Indians.

    Colonel SG Mehdi, who was heading the SSG just before the 1965 war, wrote a fascinating article in 1998 that demonstrated how childish the entire plan was and why he opposed this needless provocation on part of the Pakistani military high command. He also states in the same article that if a thorough inquiry had been conducted into the failures of the 1965 war, we could have avoided the 1971 debacle. However, our official historians celebrate the 6th of Sept as Defence day by narrating the heroics of the Pakistan army in saving Pakistan from a disaster. They never explain how the army high command created that disaster to begin with.

    During this time, our establishment played the India card to quell any opposition to the state. Wali Khan, leader of the National Awami Party (NAP), was declared an Indian agent and hence incarcerated. Nationalist leaders in Balochistan, Sindh and East Pakistan met the same fate. In fact, a military operation was launched against the people of East Pakistan on charges that they had joined “Hindu” India in a conspiracy to break the “Muslim” Pakistan.

    This nonsensical conspiracy theory for the 1971 war is endlessly repeated in our history books. What this analysis ignores is the treatment meted out to the Bengalis by the Pakistani state. They were denied provincial autonomy and control over their resources, their leadership was jailed, their demands were rejected and on top of all that, a brutal military operation (termed genocide by the Bengalis) was launched against the eastern wing resulting in thousands of casualties.

    Keeping in mind the track record of the establishment in dealing with its subjects, is it fair to put the entire blame of this defeat on the shoulders of a foreign player?

    Those who thought the ‘71 defeat would instill some sense into our establishment were to be disappointed. Rather than attempting to improve the relationship between the two countries, ZA Bhutto’s government devised the “strategic depth” policy in which Afghanistan was supposed to give strategic depth to Pakistan in case of a war with India. Islamabad needed a friendly government in Kabul and for this purpose Rabbani’s men were trained in Pakistan to set-up a friendly regime in Afghanistan. During General Zia’s time, this theory was implemented by added intensity, especially after the Soviet invasion. The Pakistani state, in collaboration with the US, set-up a network of training camps inside Pakistan to wage the Afghan “Jihad”. Thousands of youngsters were trained and sent to “liberate” Afghanistan from the Soviet occupation. madrassahs mushroomed all over the country, giving “strategic depth” to the Mullahs in our society. Anyone who opposed this made in Washington policy was thrown into Zia’s notorious jails as a communist sympathiser or an Indian/Hindu agent.

    After a victory in a shattered Afghanistan, our establishment now took upon its shoulders the task of liberating its Kashmiri brethren. The boys from the Afghan Jihad were redirected to Kashmir in 1989 and for the next 13 years, our state gave full support to the Kashmiri “freedom fighters”. This, of course, changed in 2002 when General Musharraf declared these groups as terrorists and rounded up its cadres. Many remain missing even today.

    Today, we are witnessing the blowback effect of an incredibly short-sighted policy by our establishment. The tribal areas are in a complete rebellion, the list of suicide bombings is increasing at an alarming rate and a security threat is posed by the madrassahs as demonstrated by the Lal Masjid crisis. Those jihadis nurtured by the state for the past thirty years, supposedly to protect us from the Indian threat, have been a threat to the very survival of the Pakistani state.

    In such circumstances, those who are blaming India for all the security problems being faced by Pakistan are delusional at best. We can’t be sure what role India is playing in escalating these tensions, but we should have a consensus that the role played by our security apparatus, the agencies that are suppose to protect us, has been terrible to say the least. While those in charge of the security apparatus have made a fortune for themselves, as shown by Ayesha Siddiqui in her book Military Inc., they failed miserably in their real job of protecting Pakistanis by adopting policies without a clear vision.

    Even if we take the hawkish line that some journalists and political parties are taking these days, have the army generals fared any better than the civilians even on that account when they were in power? Ayub Khan conceded defeat at Tashkent in 1966, General Niazi surrendered his ninety thousand soldiers to the Indian army at Dhaka, General Zia conceded defeat on Siachin and General Musharraf banned all those groups whom he use to refer to as freedom fighters. Not a heroic record by any stretch of the word!

    This does not mean that the Indian security apparatus is any better. They have consistently pointed their fingers at Pakistan whenever something goes wrong. The Indian establishment, much like ours, has failed to recognise its own mistakes, especially in Kashmir where the Indian army has been particularly brutal.

    Khalil Jibran in his play Satan makes the point that the priest needs Satan if he wants to remain in business. The same is true for the establishments of India and Pakistan. They need to create fear of the other in order to justify their own existence. What we need is a genuine, people’s peace movement in both these countries that can challenge this concept of a national security state. Especially in Pakistan, we need to stop blaming India for the current mess we find ourselves in. Identifying the real culprits will facilitate true accountability, weaken the grip of the army on our state and consequently, will help the democratisation of our State and society.

  3. I somewhat agree with the indian, we cannot blame others for the mess we ourselves have created, our own house is out of order, so if anyone not just indians, exploit our weakness it is our fault,

    we our selves failed to build even a single dam during the past 30 we cannot ignore that!

  4. I think you are not familiar with the thinking of these hindus. As Written in the Quran. They can never be your friend. India is always waiting for the chance to eat up Pakistan. I don’t want to talk about the wars we had, i can give you many references that say exactly the opposite of what the 2nd article is saying.

    The issue about blocking the rivers and waters is correct. If we have another war with India it will be due to water and this is the fact. You must have known the tone of India before we tested bomb , if we would not have done that we might not have existed today.

    About Kashmir Issue.
    During the Musharraf hardly any TV channel showed about Kashmir issue. can you deny that fact that kashmirs are slaughtered there every day ? Now if you say that during a democratic government showing about Kashmir was ISI and Army trick then i don’t think there is anyone more fool that you. How can you deny this fact that Indian Army is raping our mothers and sisters there ? does this thing every bother you ? I am sure not that’s why you wrote an article like this. Our channels should show about Kashmir everyday so that people should know the atrocities that Indian Army is committing there everyday. But as we all know that Media is also CIA or whatever sponsored. They won’t show us things that really matter to us.

    Our government must do something about this water issue as India can see that Pakistan is getting weak and they can easily sponsor terrorist in our tribal region to do more suicide bombing and destabilize Pakistan. So that they can easily take us.

    I think you people should watch Indian news channel here in USA or any in Europe and see how they do propaganda against pakistan. They are the clear indicator that they can never be sincere with us.

    Ony Pakistan Shares that border with India and the wars we had is a clear example why we hate each other. We know that you won’t leave any chance to eat us. You got an oppurtunity to creat bases in Afghanistan after the fall of tailban so that you can attack us from both sides and you are happy with what the situation is.

    I don’t think you are familiar with the case of Israel. What Israel is to Iran is what India is to Pakistan. You both together are the enemies of the muslims world and this is the example when you tried to attacked our Nulear Facilities in 1980s (can you deny this). You both fear that a Nuclear Islamic Naation is dangerous to both of you. Iran doesn’t have bomb nor does any other muslim nation. and for Iran , they only have economic ties with you and Pakistan also has that.

    You believe a lot on newspapers stories_ so after reading an excerpt from below you must agree with the contents (by the way this not from Jang but from Times of india) and accept the fact that Kashmir never belongs to india. .

    On August 15, India celebrated independence from the British Raj. But Kashmiris staged a bandh demanding independence from India. A day symbolising
    the end of colonialism in India became a day symbolising Indian colonialism in the Valley.

    As a liberal, i dislike ruling people against their will. True, nation-building is a difficult and complex exercise, and initial resistance can give way to the integration of regional aspirations into a larger national identity — the end of Tamil secessionism was a classical example of this.

    I was once hopeful of Kashmir’s integration, but after six decades of effort, Kashmiri alienation looks greater than ever. India seeks to integrate with Kashmir, not rule it colonially. Yet, the parallels between British rule in India and Indian rule in Kashmir have become too close for my comfort.

    Many Indians say that Kashmir legally became an integral part of India when the maharaja of the state signed the instrument of accession. Alas, such legalisms become irrelevant when ground realities change. Indian kings and princes, including the Mughals, acceded to the British Raj. The documents they signed became irrelevant when Indians launched an independence movement.

    The British insisted for a long time that India was an integral part of their Empire, the jewel in its crown, and would never be given up. Imperialist Blimps remained in denial for decades. I fear we are in similar denial on Kashmir.

    The politically correct story of the maharaja’s accession ignores a devastating parallel event. Just as Kashmir had a Hindu maharaja ruling over a Muslim majority, Junagadh had a Muslim nawab ruling over a Hindu majority. The Hindu maharaja acceded to India, and the Muslim nawab to Pakistan.

    But while India claimed that the Kashmiri accession to India was sacred, it did not accept Junagadh’s accession to Pakistan. India sent troops into Junagadh, just as Pakistan sent troops into Kashmir. The difference was that Pakistan lacked the military means to intervene in Junagadh, while India was able to send troops into Srinagar. The Junagadh nawab fled to Pakistan, whereas the Kashmir maharaja sat tight. India’s double standard on Junagadh and Kashmir was breathtaking.

    Do you think the people of Junagadh would have integrated with Pakistan after six decades of genuine Pakistani effort? No? Then can you really be confident that Kashmiris will stop demanding azaadi and integrate with India?

    The British came to India uninvited. By contrast, Sheikh Abdullah, the most popular politician in Kashmir, supported accession to India subject to ratification by a plebiscite. But his heart lay in independence for Kashmir, and he soon began manoeuvering towards that end. He was jailed by Nehru, who then declared Kashmir’s accession was final and no longer required ratification by a plebiscite. The fact that Kashmir had a Muslim majority was held to be irrelevant, since India was a secular country empowering citizens through democracy.

    Think over it tonght! and accept the ground realities.

    india’s from 9% to 7%………..still making it the SECOND FASTEST GROWING ECONOMY.

    INFLATION (price rise) in pakistan is 25%.

    in india its 11- 12 PERCENT.

    Its an ECONOMIC DOWNTURN time. Every country will suffer. India is no exception Even while suffering INDIA WILL PERFORM BETTER THEN OTHERS……….But after 1 or 2 years when global economy improves INDIA WILL BE BACK TO PREVIOUS LEVELS.

    I read your comments with patience but you have never referred to the original substance of this particular article, i.e. the control of water resources. Instead, I must say you have quite succefuuly digressed from the whole issue and simpletons have followed you.
    Few days back, I attended a seminar here at the Australian National University, delivered by an Australian of course and according to him, the future conflicts between India and Pakistan will almost all be water based. I have no reason to disagree. We have see many similar cross border tensions between states, related to a particular resource like rivers, pollution, fishery and so on. These two countries are no exception, esp when they have had and continue to have such a bitter mutual relationship.
    There is a lot of wrong in Pakistan, water is a problematic issue even between Punjab and other provinces. But that does not mean that India is not part of the problem. It is, and we have to admit this somehow, whether we like it or not. Facts on ground force us to do so.

The crux of the article is that india due to its hold on kashmir has virtually total control of our rivers which originate from there. In spite of a water treaty how it has manipulated that treaty and control is a recorded fact. Another fact which history proves is that india will go to any length to undermine Pakistan. I wish it could be otherwise but then only if wishes had a way of coming true…….
