Guoanbu and Al-Qaeda

With more than two million secret agents, it right now stands as world’s biggest secret agency, and the quantity hasnt marred its quality.
With the whooping $1.3 billion budget, the most urgent task of this formidable secret service is to secure upcoming Olympic Games in Beijing. Now CIA has started a defaming campaign against this agency and alleging that Guoanbu has negotiated with Al-Qaeda in Balochistan provice of Pakistan and has asked them to not to attack the Olympics.
CIA says that Beijing has found a common grounds with the men of Osama-bin-Laden, and the killings of Chinese nationals have stopped in Afghanistan and Pakistan. What they basically are trying to do is to implying that Pakistan is a free-roaming state for terrorists and secondly Chinese are fully aware of whereabouts of Osama and Pakistan and China has mend ways with Al-Qaeda while cajoling the West.
One wonders as why then Pakistani authorities are still unable to strike any deal with these negotiating terrorists to stop the bloodshed in their cities?
