I guess if India can jump to moon, it can also develop drone. Hiding from radar is simple technology now. Any country, may be Bangladesh, Sri Lanka and even LTTE(if they have air defence/drone) can also develop it. It appears actualy pak drone attacks are with approval of pakistan government and ISI. Alas pak is killing its own population and its own army commandos(read terrorists/jehadis/talibans).
