Does Reason Rule the Mind?
By Prof. Dr. Mansoor Akbar Kundi • Apr 13th, 2009 • Category: Politics, Worth A Second Look • 40 CommentsI recall it from one of the lectures of my professors during my Master’s days in Political Science at the University of Peshawar in 1976 with its importance for the decision makers that “peace rules the day where reason rules the mind”.. He familiarized the term about a topic of good governance in Western political philosophy that how important is the role of reason in the governance of mind for the rulers who are ultimately accountable for the fate of the nation. I relate it to today’s situation of chaos and instability our country is plunged in with day to day crisis of penetration at the cost of huge human and property losses with everyone uncertain about what will happen tomorrow.
A nation is built on the aspiration and trust of its people. A nation is neither run nor developed on empty slogans and pseudo politics. We as a nation are 62 years old. The period may not be a long period in the history of nation building, nonetheless, it is sufficient enough to make adequate progress in the development of important infrastructure. China, Malaysia, Indonesia, South Korea etc. achieved nationhood after we did, but have progressed far ahead of us.
We have destroyed the essential system building. System building is important for a nation-state to achieve sovereignty internally and externally. The principles of statehood are built on strong four pillars which were dealt in detail by the International Law Commission in 1933 better known as Montevideo Convention (named after a city in Mexico) on the Rights and Duties of States highlighted it in detail. The convention attended by 23 states was recognized by the League of Nations as well as United Nations as an important landmark to understand the concepts of nation-state building. It serves as a paradigm of rights and duties of states to which all 192 members of UN are party.
The three pillars of the statehood are legislative, executive and judiciary. They all have been undermined one way or another in this country. The longer period of military rule in the country undermined legislative and judicial integrity. A uniformed general having taken power through a displacement coup, branding it as “sham democracy” and himself “savior of doomed democracy” when ousted or gone left the country reversed in progress. The country more stable in October 1999 when Gen. Musharraf took over and reversed the 10 year ongoing process of representative system with three pre-scheduled elections or when he resigned in May 2009. He ruled the rooster with the support of US and GHQ. A turn from praetorian ruler type with the coup maker as the final bidder for the powerful head of state with his crown political party leads to controlled/pseudo democracy and not restoration of true democratic order. The judicial crisis which cost the country billion of loses and assassination of Benazir Bhutto which further damaged the probability of good representative system were the ultimate result of the undemocratic politics with a person enjoying an authoritarian authority. The negative results of the system reflects in today’s representative system which reason does not accept as true democratic.
The public mandate of post 18 February elections has not been honored in true sense. The restoration of judiciary as promised was defied at the cost of growing differences between the two leading political parties until the public pressure mounted on the rulers with breach of confidence and working relationship within the ruling People’s Party. They were restored through executive order, repeatedly defied by the President as not possible except through amendment. Aitezaz Ahsen, a leader of political maturity and credibility, from the first day had raised his voice that it was possible. An addition of one word (reinstatement) in the very same speech in Parliament the Prime Minister ordered for his release, would have relieved the lawyers of the day to day boycott of courts, resistance against literally one man authoritarian stubbornness, political instability and even restoration of the rule of law in which common man lost trust.
Costs and Benefits analysis, individually or collectively, are the part of reason ruling the mind for decision-makers which has been ignored. The disqualification of Shabaz Sharif and imposing of Governor Rule was a miscalculate decision in favor of few against 164 million public. Was not he playing a better innings than his counterparts? He is back in his seat but the die had been cast for vision of President and Governor. And ordinary analyst is in favor of Governor’s replacement for future stability of the province on which the stability of the whole country depends. Had Governor rule not been imposed, probably the drop scene of attack on Sri Lankan team would not have happened.
The peaceful belt in Balochistan is the Pushtoon belt which since 1947, unlike Baloch belt, has not posed a single threat to federation and is still peaceful. Now, it has been threatened by US for Drones attacks as it holds Al Qaeda terrorists. It was said in 2003 about Waziristan, a peaceful then than now. The war on terrorism within a year spilled over entire NWFP and now engulfing Punjab and Islamabad. Drones fly, attack and land within Pakistan. Where is our sovereignty? Can we truly be called a sovereignty country? Can the Drones cross further into Iran? The simple answer is no because Iran has proved to be a nation-state — a factor America is stretching its hand out to negotiate. We have far better professional air force and army, but they cannot stop American Drones as our rulers depend on them for political and economic support, we losing both.
52 people out of 110 dumped into a container were found dead on the road 10 kilometers out of Quetta as the failed attempt of human trafficking, a pathetic scene all the leading TV channels were showing. The container entered Pakistani territory from Afghanistan — the road which is supposed to be high surveilled. Where was Frontier Corps, a strong force in action in Balochistan or our intelligence institutions. It was their sheer failure simply because of the reason that one way or another for those in power: Reason fails to rule the mind. And because of the factor Peace fails to rule the day.

Examples of non-application of reason can be seen in plenty in TPS.

Few weeks ago , i was listening to Hamid Mir of geo tv about the lahore attacks.
He after discovering hindu nazi,indian nazi, he made another discovery- THE TAMIL NAZI all the while sitting in his chair……hahahaha

reason surely rules the mind but in liberal culture only.No way this principal can be applied on balochistan’s stone age culture.It is one of rich in natural resources province of Pakistan since creation but warlords control had kept away this land from development and they throughout snared the rights of people under their strict boundaries,These people are preferred to act as bonded labour or paid killer or criminals.Gwader ports like project is their right as such activities can only explore the real wealth of an area but before this project government should had developed sense of responsibilities to its common people who are still living in dark and suspicions under the circumstances that you mentioned in this article.

Prof, sahib needs to go through the statistics when he says that country was more stable in Oct’99.
He is pointing to the democratic era of 1988-1999 as ongoing process of representative system.What was happening in that era is known to everybody. A tussle for power, a musical chair for authority and in turn the country reached the brink of bankruptcy.
Who is ruling the rooster today and with whose support., everybody knows.
Who is stopping the current democratic setup to annul the undemocratic policies of the last government.
Pakistan can never be a true democratic country unless we work on war footings to revamp our education system and bring our true literarcy rate to a reasonable percentage. But before that we have to get rid of feudal system and undo its ill effects on our society. We have to curb separatist insurgencies nurtured by the enemies of Pakistan within and without.
We have to emerge as a united nation that keeps it national interest above everything and knit all our diversified thoughts and cultures into one lovely linen of brotherhood.
