The primary problem is that these tactics are useless in the case of humanoid weapons. Secondly you need to know the place where explosives are located to send your robots to disable the fuses. Thirdly dogs are also living beings and do not deserve to die. Fourthly scanning every individual and every activity is beyond any govt. in the world. and last but not the least is the issue of privacy. You can't expect security to frisk up every soul in the country everytime they enter a new premise. Also even if you identify dangerous vehicles often it is too late and the action happens before any concrete measure can be taken.
