CJ Abdul Hameed Dogar’s Daughter Farah Hameed Dogar Awarded : Says Ansar

In what could become a mass denial of rights of thousands of students throughout the country, the Federal Board of Intermediate and Secondary Education (FBISE) Islamabad has illegally awarded extra marks and upgraded the examination results of the daughter of the country’s top judge.

In indecent haste and under direct written orders of the chairman FBISE, relaxing and violating all rules and even some judgments of the Supreme Court, the FSc result of student Farah Hameed Dogar was jacked up from 640 marks in Grade ‘C’ to 661 marks in Grade ‘B’, thus making her eligible to apply for admission into any medical college in the country.

Documentary evidence available with The News, background interviews and on the record discussions with concerned officials of the FBISE establish that the Islamabad Board went out of its way in the case of Farah Hameed Dogar by fast forwarding the entire process of re-checking, re-assessing and even re-marking her examination papers to her advantage and superceding thousands of other candidates who had obtained marks between 642 and 660.

Sources close to the Chief Justice of Pakistan, Justice Abdul Hameed Dogar, however, insisted that no influence was used by the chief justice in his daughter’s case and if the Board had taken some action, they must have done it under the rules or under powers vested with the Board’s chairman.

Documents show the chairman FBISE did all this in “relaxation of rules” but previous Supreme Court verdicts given in October 1995, January 1996 and November 2001, specifically prohibit such tampering with the examination system to benefit any candidate, however mighty or well placed. This cannot be allowed as the process of examination could not be sacrificed at the altar of expediency, the SC had noted in its judgment.

Experts of the system insist that the rules do not allow the chairman or any other authority to re-assess, re-examine or re-mark the already marked papers to increase the obtained marks. In fact according to a notification of the FBISE dated July 24, 2007 the candidates who wanted to improve their marks and grades had to retake the exams, in full or in part. Under this notification students were notified that the facility of improving grade/marks had been extended to the candidates by allowing them to appear in up to two subjects/papers of their choice and at the same time retaining the earlier policy of keeping the option open for the candidates to appear in Part-I or Part-II or in both the parts/entire examination within one year of passing relevant examination.

Interestingly, the candidate Farah Hameed Dogar, who had appeared in the FSc (pre-medical)

final exam from the Islamabad College for Girls F-6/2, had applied for the “re-checking” of certain papers as allowed under the rules. Her papers were re-checked and only one mark was added to her total increasing it from 640 to 641.

But later the chairman ordered that her papers be re-assessed for which four examiners, who had checked her papers, were summoned and asked to do the marking all over again. This exercise gave her an extra 21 marks, placing her in Grade ‘B’ instead of ‘C’. Grade ‘B’, which starts with 60 per cent marks, is the pre-requisite to apply for an entry test in any medical college of Pakistan.

The official gazette of Higher Secondary School Certificate Part-II Examination Annual 2008 dated August 4, 2008, on page 350 clearly shows that Farah Hameed Dogar, Roll number 545207, the daughter of Mr Abdul Hameed Dogar, the Chief Justice of Pakistan, securing 640 marks in Grade C. On 20th August, the candidate formally applied for “re-checking” of four papers including English II, Urdu II, Pakistan Studies II and Physics II after depositing the mandatory Rs1,200 fee at the rate of Rs300 per paper. On August 29, she moved another application before FBISE for re-checking to add the subjects of Chemistry and Biology also. The bank receipt of Rs600 and result card (mark sheet) was also submitted along with the second application.

The application form on its back clearly mentions: “The answer book for a candidate in any examination shall not be re-assessed under any circumstances.” In case of re-checking, it adds: “The re-checking does not mean re-assessment or re-evaluation of the answer book.”

These instructions also clarify that the re-checking would only ensure that; a) there is no mistake in the grand total on the title page of the answer book; b) the total of various parts of a question has been correctly made at the end of each question; c) all totals have been correctly brought forward on the title page of the answer book; d) no portion of any answer has been left un-marked; e) total marks in the answer book tally with the marks sheet; and f) the hand writing of the candidate tally in the question/answer book.

On the very day when Farah Hameed Dogar submitted her application before the FBISE, the then chairman, Commodore (retd) Muhammad Sharif Shamshad wrote on the application form in his own handwriting: “I would like to see her answer books myself also.” His remarks on the file show he was personally interested in the case.

However, when contacted on Friday last and asked why he had taken such personal interest, the FBISE chairman could not remember the case at all. “I am telling you the truth,” he told The News. When pressed again and reminded that he made special remarks on the file displaying his keen interest, the retired commodore insisted that he could not re-collect if he had asked for re-assessment of examination papers in any case.

Normally the cases of re-checking, which are filed with the Board in thousands, are dealt by the concerned secrecy wing of the FBISE. Keeping in view that 30 Intermediate Boards conduct this exam at the same time throughout the country, addition of 21 marks means roughly one hundred thousand students may have been superceded by this one act.

But in the case of the CJ’s daughter, her six papers, as provided under the FBISE rules, were presented before a Re-checking Committee, which on August 30 recommended an increase of only one mark (01) to be added in the subject of Biology as the counting was originally not done correctly. In the case of Physics, Pakistan Studies, Chemistry, Urdu and English, the Committee noted ‘CFC’ (Checked and Found Correct) against each paper.

Then began the use of extraordinary authority. On September 10, 2008 Chairman of the Board, Commodore Shamshad wrote on the file: “Pl. have the answer books of this candidate re-assessed.” This was a clear violation of the FBISE rules but following the chairman’s written orders, the concerned officials complied and it was noted on the file: “Special arrangement may please be made, as directed by the chairman.”

The fast forward process set in. Examiners who had originally checked her papers were summoned and asked to re-mark the papers. The examiner of Biology wrote: “Re-checked and marks awarded are strictly according to the (original) marking scheme. However, in Q No 4, 01 mark has been increased due to error in total, which is now 12 out of 13. So the total marks are now 70 (seventy only).”

The examiner of Pak-Studies wrote: “Rechecked and marks awarded are found up to the mark and found according to the marking scheme. No more mark can be awarded.”The examiner of Chemistry wrote: “Paper rechecked and marks awarded are up to the mark and no more marks can be awarded.”

However, the documents reveal, that on September 13, the examiner of English paper Munir Hussain Anjum of F G College for Men, H-9 Islamabad, reassessed the paper and increased the marks from the previous 58 to 67; the examiner of Urdu paper Dr Ale-Azhaur Aanis of F G Sir Syed College Rawalpindi reassessed the paper and increased the marks from the previous 62 to 67; and the examiner of Physics paper Ejaz Ahmad in his re-assessment increased the marks from the previous 32 to the pre sent 38.

After this extraordinary addition of numbers after re-marking, the file moved upward from one desk to the higher desk and reached the chairman’s office for approval. The recommendation for the chairman was: “Due to above change, marks have been enhanced and result position will be of 661 marks instead of previous 640 marks. The case is forwarded for consideration marks and having approval of enhancement of marks from 640 to 661 in relaxation of existing rules (Vol-II) as directed, please.”

On September 15, 2008 the chairman signed his approval following which the revised mark sheet was issued to the candidate the same day on the instructions of the chairman.It was surprising that after all this effort, when the chairman was contacted by The News on Friday, he could not recollect anything.

The then controller Manzoor Ahmad, working under chairman Shamshad, who is still serving in the FBISE, when approached confirmed that the chairman had ordered the re-assessment of Farah Hameed Dogar’s papers. Ahmad confirmed that the rules do not allow any such re-assessment but he insisted that the orders of the competent authority were followed.

Acting Director Javed Iqbal Dogar, who according to a source, played an important role in facilitating the case, too denied that he knew anything about the case.

Though Mr Dogar claimed he had nothing to do with the case, a very reliable source said that he had been the conduit between some judicial high-ups and the then chairman of FBISE and took him to some important places in Islamabad.

The then deputy controller Tariq Pervaiz when approached also confirmed that there is no provision for re-assessment but said that it was done in the case of Farah Hameed Dogar on the orders of the chairman FBISE.

The concerned assistant controller Chaudhry Akhtar was reluctant to talk to this correspondent.Amongst the examiners, who enhanced Farah’s marks, Dr Ale Azhaur Aanis admitted that he did re-assess the Urdu paper after he was told to do so by the Board. He said that the chairman had passed an order in writing in this respect.

The other examiner Ejaz Ahmad of Physics when contacted said he does not remember any such case. The third examiner Munir Hussain Anjum was inaccessible.

The current chairperson of the FBISE, Miss Shaheen Khan, was too shy to talk to this correspondent.

It is such a minor charge on the most dishonest judge of time 2007.he bypassed the orders of CJP and occupied that top seat .He jumped on top seat by putting his feet on the resignation of 60 judges and strong lawyers movement for strengthening judiciary.His mission is only to please army mafia and enjoy seat of chief justice so if he did such a minor crime for his incompetent daughter like him then we should not bother for him that even having B grade she is not capable of going to good professional institute.We hope that mr dogar would be looking for more bypasses in professional colleges for setting his daughter.His recent heinous crimes are going on courts as he cleared the owner of margalla towers,ignored the suo motto actions of last judges specially on missing people and chak shezad farms that are directly effecting large number of people. In a country where our parlimantarian can get fake degree of BA at home, such a little crime sounds very low.Ansar abbasi should big his heart for this senseless govt who even never bothered on the biggest scams of land in karachi and DI khan for their political partners.They ignored the audit of KMC only for rendering the services of no 2 mayor of world.As mr daogar is judicial partner of mush and co so no need to take pain as from our common citizens to top ranks are involved in such type of daily routine crimes.

  2. Till how long will this drama continue ? I fail to understand that why is ‘Qanoon’ for a common citizen and ‘Kanoon’ for sourceful , so called elite class. Arent the generations spoiled , even if some one is able to bypass a huge number of students this way , will he be a successful and useful human in future,for hiself/herself , nation, his/her own children for that matter. When will we grow up as patriotic, sensible and usefull human beings, we work best for our own interest, but no one is interested collective positive effort. Criticizm with constructive approach is very good. If as written by Mr. Ansar Abbasi is true and correct, then ofcourse it means that a student has forfeited the right of thousands of students, which in know way is supportive.

  5. It is difficult to break away from some trends, isn’t it? I remember that once upon a time, not too distant a past, there was another CJ whose son had studied medicine and then through father’s connections and power got into some senior position in the police service. Why is it that we are so selective in our sense of justice?

    Is it fair that the children of all these rich (most illgotten wealth) and powerful (power by usurpation) have a monopoly over best education (best schools in the country) here and later given scholarships (as if by right) in the best institutions outside (quotas reserved for students of underdeveoped country) then when come back we allow them to exploit our sense of being leftout / failure. Salem Bhai, they are all same, there is no difference etween the Dogars, Iftikhars, Aitzaz, Muneers, Zardaris, Bhuttos, Nawaz or all such characters. They belong to the same gang.

  6. Aftab Bhai you are 110% right. I have live example of one of my friend. he got job direct at manager position, without experience in one main ministry of Pakistan. Now every week he is out of country for this training and that training. Not only this, he studied on Government scholarships and we sent abroad even. Don’t think that he was outstanding. He took only 482 out of 1100 marks in FSc…but why it all happened because his father is in main stream of beraucracy. and he can do any thing for his children.

    When such cases we see from our own eyes, then you tell…should we remain cool and calm. Should we remain happy on Green Islamabad and Pungent Rawalpindi… just a road is between these two cities. Bhai, people of Karachi thinks that Punjab is rich and eating every thing but they should only once visit Twin cities and travel on That road, that is dividing RWP from ISB… it will be like Hell and Heaven on both sides.

    Aftab Bhai, I know that majority is corrupt whether it is in government or outside government. I mostly avoid to mention but I have seen many times most of these pampered personalities on Air Port Islamabad and feel shame to say that they are ruling country. And when ever dictator comes…. you will find all of them sitting in one plane to fly for either UK or Dubai. This Minister Finance was literally shivering with fear when his name came in exit control list in 1999. That time I evaluated the strength of his long long mustache and personality.

    I have lot to say but i avoid to write because it indulge readers in useless discussion and we leave actual point and becomes personal against each other. This is actually they like that nation should keep fighting on the basis of race and colour and we should keep enjoying all perks and benefits.

    I also have some political likes and dislikes but I tries to evaluate few things on merit… like PMLN resigned from Ministries but except Ahsan Iqbal, no one left perks, house and vehicle. They enjoyed till last date. Abida Hussain was dismissed for Electric Theft… She got so angry that left party even. Is this sincerity to nation.

    so you are totally right that they are here to eat and eat. We have to change the system and increase controls.. but who will do it. A Justice who took 2 plots in F-11 against taking oat from President or the Lawyer who ran this compaign to benefit one Party to come in rule. Why Aitezaz not left party or why not party kicked him out… Many questions but our nation is still confused and will remain confused because now it is trend to put always 2 views of one thing and make them confuse.

    The story in The News of how the daughter of the chief justice of Pakistan was awarded around 20 additional marks in her F.Sc examination is, in the first case, an example of journalism at its best. While such happenings are not unusual in our country, the skilful exposure of the case illustrates precisely how such nepotism works. The account of how the story came finally to be published also speaks volumes about our political and social setup and the tendency within it for the influential to act to protect each other and the distorted system that benefits them.

    In many nations of the world, a public account of how a candidate’s papers were ‘re-checked’, how her grade was jacked up and past rulings of the Supreme Court blatantly violated in the process would have led to an immediate resignation of the chief justice. It is to be seen if this attitude changes in the near future. In the past too, other figures in key places have acted in much the same way. So far the chief justice has denied any role in the sequence of events that led his daughter to collecting additional marks and gaining eligibility to apply to medical colleges, among other institutions. Naturally, no one is prepared to believe this happened all on its own. As the story states, an approach had been made from judicial offices to top people on the Federal Board of Intermediate and Secondary Education.

    At one level, the story is an account of a corrupt system that many of us now accept as the reality. A resignation to it can be found everywhere. The argument that because others indulge in wrongdoing, it is ok to do the same can be heard in many places and at many different levels. This attitude is of course a key factor in allowing the system to continue unchallenged. When there is a will, institutions of higher learning based in the private sector have shown, there is a way to ensure merit prevails over all else. When this rule is ignored, the true sufferers, then, are hapless candidates not born in the homes of the powerful. Those who have opined that the story should not have been published as it involves the career of a young woman should perhaps have also turned their attention to the careers of thousands of her peers who received no similar boost.

    There is, in the current situation, another dimension to the story. The account of how grades for a privileged child were acquired and how power was abused to do so also reinforces doubts about those who today hold posts at the top of the judicial pyramid. As the controversy over the pre-November 3 judiciary rages on, this only further undermines the authority of Justice Dogar. Both his legal and moral right to call himself the chief justice of Pakistan is now under question. How he conducts himself could either help salvage what judicial integrity remains or leave it crushed totally into the ground in a society where justice and an even playing field are denied to most citizens.

I have just made research on this number and admission game in medical colleges of punjab that is going on in here after this scandal.I would be shocked to hear that even a girl who secured 933 marks in fsc and 70 % marks in entry test is still unable to get her name in first list.she mentioned me that the management of entry test has added her numbers without informing her after the issuing of first list of admission in net only .Now after hearing this she realized that why her numbers were added without informing her as this way they benefited some kids of ruling class.When they were requested to update previous list on the basis of added number , they simply refused their offer .One of parents told me that their son has gone into depression as he was through out scholarship holder of his school, but still didnt get admission in any medical college.Some of hardworking parents have started selling their assets as a preparation of private medical colleges that will cost them 5 lakh per year.They said that their competent and hardworking children will be collapsed if professional colleges will not open doors for them.Last month an ad was given that federal employee can have 10 girls seat in fatima jinah medical college.When federal employees rushed for that seat they were simply refused by saying that yours department is not entitled for this kind of admission.I dont know how many other dogars’ daughters like are adjusted on this quotas.So these are ground realities of worst management system in education prevailing here and no chance of improvement in bajarni’s tenure as all typical , brutal feudal characters are now holding our important ministries.
    This worst example is again highlighting that how elite strong mafia is side lining our competent working class who are working hard for educating their children.This is typical story of injustice system that has been developed and protected by dictators and their cronies

    yours golden line ” about any dogar,ch iftikhar, atizazor nawaz or zardari, “It looks incomplete and biased and if you add names of altaf holding 88 cases mostly on murder charges, then Ishrat abad a run away criminal who also made fraud with UK govt by accepting 1000 Ib on monthly basis while he was enjoying governorship in Sind too( REF bbc report not my personal charge).NRO mqm workers etc.These name will make your lines more colorful and practical.Its my little advice, I am sure you will fire back my humble advice

  12. Today I was reading a news in which one ANP MPA-NWFP rejected its government approval of raising Salaries of MPA from 18000 to 75000. I must appreciate that MPA (source The News) for rejecting its own party proposal.

    But overall, all are happy to eat this country and getting perks and high salaries.

    Nazia and Aftab Bhai, don’t go away. I have another example on my previous company in Pakistan. I was working in Telecom company. One of our director died in Lahore, a VP came from ISB for attending his funeral ceremony. He was not entitled for any benefits due to unofficial visit but he sent a claim of Rs.615 for having Pizza with some body in restaurant. It showed that man his worth that he is attending funeral unofficially but he is unable to eat from his own pocket.

    These kind of examples are all around us. They don’t want to let us grow. Now this group is every where. Military was a good profession for middle class people but now they have captured it also. I have examples from PMA Kakool also. That how they insult a cadet who comes from middle class.

    Aftab Bhai and Nazia, It is dirt every where. We should say thank to Allah, and our parents who did hard work and today we are highly educated and living respectable life. We should keep raising voice for the good. I am positive and we will inshAllah see change before our death. InshAllah.

    Let me try to explain my stand vis-a-vis MQM. I am not MQM, but I do consider it a party which has promoted the poor and the middle class interests. Most of, almost all, its leadership comprises people from depressed economic classes. It originated as a protest movement against the ruling mafia gangs exploiting the people in the name of whatever and denying whatever a normal human person aspires. You know as well as I do that had the then ruling classes seen and realized its acceptance by the urbanized masses of the major cities in Sindh and had they mended their ways and corrected their acts, things would be different. But, instead of correcting themselves to etter governance, they opted to malign MQM and decided to do organized and concerted propaganda against it. Fine. They have achieved their goal of containing the MQM to Sindh and kept its appeal from reaching the masses of the rest of the country, but by doing this they have provided solid support to it by its own constituency. I would think that MQM might have used some arm twisting methods to its opponents, but lets agree that those forces of exploiters would have destroyed them had they tried to remain docile. I as an individual see only MQM and such group of people who can and would free us the nation from the clutches of these usurpers of our rights. Of course, like in any public movements there are and would be difference of opinions and operational methodologies which can be improved by consensus. I find it an interesting phenomenon that lot of people praise lot of work done by MQM but fail to see the force and intent behind all this good work. To bring the ruling classes down to our level we all have to unite on one platform and I see MQM providing that platform. Of course, they have their weaknesses, its only a man made party and not God personally has designed it and like any outcome of human efforts there are rooms for improvement. Nicer and better educated, more enlightend people like you should come forward and support and lead it. We will get there!

  14. Aftab, MQM wasn’t made by oppressed people. It was hatched by the establishment against the Jamat-i-Islami. It was an ethnic party, and will remain so. Yes, there is n denying the fact that it promotes the people from grass root level , but the fact is that who is more thuggish at the grass root level gets promoted at the top. There are exceptions but they are very few.

    I also support your point that more enlightened people should come forward and strive to change the system. MQM is hopeless, sorry.

  15. Well, Asim, I guess MQM’s creation is a matter of great difference of opinion. Some do say what you are suggesting, but I will have hesitation in accepting this. Jamat-e-Islami has always been known to be in-cohort with whatever one defines as “establishment”. The Jamat played its role as the ‘B’ team of the so called establishment in destroying East Pakistan; it played its dirty role in bringing Z.A. Bhutto’s down fall and eventual hanging (who doesn’t know the relationship / collaboration of Zia Ul Haq and the Jamat). Why would anyone in the establishment wish to create a rival for Jamat in the only city where they had some support of sorts?

    Now, I am glad that you, at least, agree that the MQM promotes the people from the lower economic strata of the society. You blame promotion of more ‘thuggish’ people to the top with some exception. Asim, I am sure you will agree with me that here the fault lies with those who are not ‘thuggish’ for leaving this vacume, after all someone would fill it. We tend to be so possesed with our self-interest that we hardly wish to sacrifice either our time or wish to expose ourselves to the ‘hazards’ the public life tends to pose in such societies as ours. I will repeat again my point, in order to make, any party or movement, desirable one must come forward and be part of it and see how it may be positively steered into the right direction.

  16. I fully agree with Aftab Alam that there was no reason for establishment to create another party in a city which already had JI (Army’s B team) in power. I have also seen an argument related to breaking up PPPs vote bank in Sind, but that doesn’t make much sense either. PPP never did well in urban Sind since 70s and MQM had no immediate appeal in rural Sind due to ethnic focus.

    Another important factor to consider: if this was a party created by establishment, why they went with full force to crush them? Only a party with grass roots support (and not created by establishment) can survive the state terrorism practiced in the shape of army operations and security crackdowns along with full fledge negative propaganda campaign in the state run media in 90s.

  19. Umar Farooq Sahib, first of all lets not attach too much importance to this 80 or 800 murder cases against Altaf Husain or for that matter anyone. In Pakistan, when government of the day considers you a threat to its interest (not public interest or the interest of the state) then the whole govt. machinery is let loose after you and you and your name is criminalized overnight. As far as “Jugga Tax” and “Bhutta” etc. is concerned, people say it does take place, and I really would not be surprised if it does, I am not privy to this and I will not even try to defend it. My only argument is, when the nicer, cleaner people with convictions and better value system leave the political interaction and become inactive then it’s their weakness, it is weakness of their conviction and it’s exploited by others. It is true and holds for the over all politics in Pakistan. Just look around from Peshawer to Karachi and in between, what kind of people with what track records are sitting in assemblies (both the national level and the provincial assemblies), the quality and number of ministers and advisor and what not. It seems that gangs of favourites have been let loose to play havoc with already depressed and down economy. Tell me that we 170 millions have only such dirt to represent us. Under such practices, you give me a chance and I will prove what small political activist can do, after all he is also part of the same society; he considers his acts just and fair. Now, I am neither an activist nor justifying such practices, all I am trying to say is if you don’t come forward and participate in active politics then others will and they have their own standards, unfortunately.

    One more point, in my view, your frustration with failings of politicians should be a greater motivator for you to participate in active politics to improve it, rather than leave it open for less desireable chracters. Won’t you agree?

  20. am very sad , very ashamed on the topic .But we are now daily reading in the news papers about the ‘ The Most Honourable ‘ Chief Justices of Pakistan . The both did the same . I am very sad that the both Iftikhar and Dogar did not have any courage to say sorry at any time.If they can do such what the other shall do for their children. Yes I personally know a famous politician who is making billions for his children through all bad means possible and last year one of his sons fired on him for money.He escaped but his wife was injured.I am above fifty and knew that death is just close and very close to all above fifty but unfortunately mostly involved in these dirty plays are above fifty.I am perhaps going away from topic but have to tell you an example.One land mafia’s small ring leader who is young than others is diabatic (sugar) patient with a permanent problem of high blood pressure,with a transplanted kidnee and one arm total disable due to an accident and the other arm has a also a farshula (can not spell ,it is used for deliases).He kills people for money. They can be spared but if the people who are on top slot for justice will act like these what will be the future of the nation.When Ansar Abbasi was talking about Dogar and Iftikhar at Geo’s programe Capital Talk,I was only thinking that how we can explain this all if any foreigner asked about this.And I have also to say that the media in Pakistan talks about every body but don’t say a word about the Mafia King who is playing with every government in Pakistan since last two decades. I am not good in english so sorry if can not clear my View point.
