CDA Lucky Draw for I-16/4 Problems

Here is Plea of Asad, a victim:
The CDA Lucky Draw was held on sept.26 2009.CDA issued me the allotment letter on 27/10/201! that too after i agitated the matter.i have paid all the installments it is natural i should ask for the possession letter.i hope cabinet division would look into the matter.the plot originally allotted to me was 393 on page 5 of the computerized draw result. CDA allotted me plot number 869.i want the one originally allotted to me.
Will anybody listen?
