You dont win such fourth generation wars by killing & fighting a war of material. Rather, these are the wars of ideologies & hearts & minds. Ergo, you will have to pursue suitable policies rather tha kill all the Taliban leaders, rehabilitate, et al. As long as there are madarsas flourishing in Pak, the problem of terrorism (in the garb of Mujahideen/Taliban/Al Qaida/ TNSM/ TTP/etc ) will continue. Therefore, re think this policy on terrorism.
