Benazir Income Support Program in Waziristan

These hinterlands of Pakistan depict the most oppressed and under-developed parts of the world and are ruled by the Taliban. This is where United States showers missiles from the Drones and this is where Pakistani security forces are at war with the militants.
This area has no jobs and literally no opportunities for the business. Taliban have shut the door of education upon the girls and the education for boys is in extremely dismal condition. Health facilities are virtually non-existent. Roads, severage, markets and other infrastructure is in shambles if there is anything like that in the area.
It was a pleasent surprise for the people of Waziristan when there area was covered in the scheme. But once again Taliban of the area quashed the hopes for the people. Taliban recently stopped women from making Computerized National Identity Cards, CNIDC, with NADRA. The women had wished to enroll themselves in Benazir Income Support Program. As a precondition for the enrollment, they have to have CNIDC.
Is there any advantage of even asking that would government do anything about this highhandedness of Taliban?
